INTERSTATE RELATIONS

ABKHAZIA AND RUSSIA

On August 26, 2008, the President of the Russian Federation signed a decree recognizing the independence of the Republic of Abkhazia. Diplomatic relations were established on September 9, 2008, a bilateral Treaty on friendship, cooperation and mutual assistance was signed on September 17, 2008, and an Alliance and Strategic Partnership Agreement was signed on November 24, 2014.

The Russian Federation acts as a guarantor of stability, peace and security of the Republic of Abkhazia in accordance with the concluded international treaties.

The basic concepts of friendly relations between the Republic of Abkhazia and the Russian Federation are set out in the following comprehensive international treaties:

1. Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Republic of Abkhazia;
2. Agreement on Alliance and Strategic Partnership between the Russian Federation and the Republic of Abkhazia.

The agreements provide for the solution of the following tasks:

— cooperation in the field of foreign policy;
— cooperation in the protection of sovereignty;
— cooperation in peace consolidation;
— increasing stability and security in the Transcaucasian region;
— formation of a common defense and security space;
— formation of a common social and economic space;
— assistance to the socio-economic development of the Republic of Abkhazia;
— creation of conditions for the full participation of the Republic of Abkhazia in the integration processes in the post-Soviet space, implemented on the initiative and (or) with the assistance of the Russian Federation;
— preservation of the common cultural, spiritual and humanitarian space.

Since 2008, Russia has been providing large-scale financial assistance to Abkhazia, and over a 15-year period, Russia has provided financial support to Abkhazia in the amount of more than 50 billion rubles.

A State investment program is being implemented between the Russian Federation and the Republic of Abkhazia to promote the socio-economic development of the Republic of Abkhazia for 2022-2025.

The investment program is aimed primarily at the restoration of social facilities, roads, infrastructure facilities, the energy sector of the republic, objects of the real sector of the economy.

The program provides a new approach to the implementation of measures for the development of the republic, through the introduction of program-targeted management with the establishment of specific performance indicators, as well as the implementation of investment projects at the expense of borrowed funds of the banking sector.

This work is coordinated within the framework of the Intergovernmental Commission on Socio-Economic Cooperation between Abkhazia and Russia.
